What California schools need from a substitute partner
California runs the largest K-12 system in the country, and its substitute rules put a clock on every assignment. The permit most day-to-day subs carry caps service at 30 days for any one teacher in a school year, and 20 in a special education classroom, so a long leave is a scheduling problem before it is a recruiting problem. Districts need a partner who knows which permit each sub holds, how many days they have used with which teacher, and when a Career Substitute permit or a credentialed teacher has to step in.
The daily problem is the same one every state has: the 5:45 a.m. call-out, the reliable subs already committed to the school that confirmed them first, the special education aide pulled off a one-on-one assignment to cover a room. In California the pool is deep on paper and shallow in practice, because every district, county office, and charter in a metro is calling the same cleared, permitted people on the same morning.
How FocusedEDU staffs California substitute programs
We build a substitute pool for your buildings specifically, then hold it with the two things that keep California subs active: weekly pay, every Friday, by direct deposit or Cash App, and a mobile app where vetted subs pick up and swap shifts the moment an absence posts. We work with one client per region, so the pool we recruit around your schools is never presented to the district next door, and every placement is temp-to-perm at no cost: a long-term sub who proves out can become your teacher with no conversion fee.
Our automated credentialing tracks each sub's CTC permit, DOJ and FBI clearance, TB assessment, and days served per teacher, and cuts typical time-to-hire roughly in half. FocusedEDU has staffed K-12 schools for 12 years under a screening standard built by our founder, Robert Flom, a former K-12 teacher. For the full picture of what we staff, see K-12 education staffing, special education staffing, and paraprofessional staffing.
California substitute teacher and clearance requirements
A California substitute needs a document from the Commission on Teacher Credentialing — most often the Emergency 30-Day Substitute Teaching Permit, which requires a conferred bachelor's degree and CTC fingerprinting — plus a Department of Justice criminal records summary and a tuberculosis risk assessment. A 30-Day permit holder may serve no more than 30 days for any one teacher in a school year, or 20 in special education.
The Emergency 30-Day Substitute Teaching Permit
CTC's leaflet for the permit requires "Official transcripts showing the conferral of a baccalaureate or higher degree from a regionally accredited college or university. This satisfies both the degree requirement and the Basic Skills Requirement beginning 6/29/2024," along with CTC fingerprinting and a processing fee. The service limit is explicit: "The holder may serve as a substitute for no more than 30 days for any one teacher during the school year, except in a special education classroom, where the holder may serve for no more than 20 days" (source: CTC, Emergency 30-Day Substitute Teaching Permit (CL-505p)). The permit is valid for one year and renewable, and to employ anyone on it "the employing agency must keep a completed Statement of Need form (CL-505a) on file." We prepare that form with every candidate's file.
Longer assignments: the Emergency Career Substitute Teaching Permit
For subs who have built a California track record, CTC issues the Career Substitute permit: "The holder may serve as a substitute for no more than 60 days for any one teacher during the school year," again with a 20-day limit in special education. Eligibility requires a bachelor's degree plus "Three consecutive years* of at least 90 days per year of day-to-day substitute teaching accumulated from one or more California school districts," and "Individuals must submit their application packet through their employing agency" (source: CTC, Emergency Career Substitute Teaching Permit (CL-505b)). Beyond those limits, a leave needs a credentialed teacher, which is why we record days served per teacher for every sub and flag an assignment well before day 30.
Fingerprinting, contractor employees, and TB
California's Education Code reaches agency staff directly. Section 45125.1 provides that "Any entity that has a contract with a local educational agency shall ensure that any employee who interacts with pupils has a valid criminal records summary as described in Section 44237," and that the contracting entity must pass along subsequent arrest and conviction information it receives (source: Cal. Educ. Code §45125.1). Section 49406 adds the health rule: a person shall not be initially employed by a school district, or employed under contract, in a certificated or classified position "unless the person has submitted to a tuberculosis risk assessment within the past 60 days," with reassessment at least once every four years (source: Cal. Educ. Code §49406). Every FocusedEDU substitute in California carries both before a first shift, and our credentialing system flags the four-year TB cycle and the one-year permit expiration.
Where we staff in California
We staff substitute programs for districts, county offices of education, and charter schools across California, from the Los Angeles basin and San Diego to the Central Valley, the Bay Area, Sacramento, and the Inland Empire.
That includes the metros around the state's largest districts: Los Angeles and Long Beach; San Diego; Fresno and Clovis; Sacramento and Elk Grove; the Inland Empire around Riverside, San Bernardino, and Corona-Norco; San Francisco and the Bay Area; Bakersfield and Kern County; and Orange County, including Capistrano. Because we work with one client per region, the first district or charter network to sign in a metro gets the pool we build there.
Proof: a 95% day-to-day substitute fill rate at Odyssey
A substitute partner should be judged on day-to-day fill rate. Our reference point is Odyssey Public Charter School in Wilmington, Delaware, a 1,000+ student K-8 school that partnered with FocusedEDU in 2021: our weekly-pay, app-based substitute model sustains a 95% day-to-day fill rate there, a 40%+ improvement over the school's previous provider.
Odyssey Public Charter School in Wilmington, Delaware serves more than 1,000 K-8 students drawn from five districts and protects a 12:1 student-teacher ratio. When the agencies already under contract could not fill its open roles, Odyssey brought in FocusedEDU in 2021. Since then we have made 120+ placements across 13+ distinct role types — substitute and certified teachers, SLPs, OTs, PTs, psychologists, reading specialists, one-on-one aides, paraprofessionals, bus drivers, and support staff — and day-to-day substitute coverage runs at a 95% fill rate, a 40%+ improvement over the previous provider.
The mechanics behind that number are the same ones we bring to every substitute program: weekly Friday pay by direct deposit or Cash App, a mobile app where vetted subs pick up and swap shifts the moment an absence posts, and a pool recruited for one client's buildings instead of rented to every school in the county. For substitutes looking for work in California
Substitutes who work with FocusedEDU in California are paid weekly, every Friday, by direct deposit or Cash App, and choose their own shifts in a mobile app. One application puts you in front of the partner schools we staff, and our team walks you through every clearance and credential step.
You will need a CTC substitute permit (a conferred bachelor's degree qualifies you for the Emergency 30-Day Substitute Teaching Permit), CTC and DOJ fingerprint clearance, and a tuberculosis risk assessment within 60 days of starting. We tell you exactly which documents to gather and in what order, and we prepare the Statement of Need your school keeps on file. Browse current openings and apply on our candidates page. Long-term substitutes who prove out in a building can be hired permanently by the school with no conversion fee, which is why a FocusedEDU leave coverage is often the best teaching interview a substitute ever gets.

How an engagement works
Free 30-minute discovery call
We map your absence patterns, buildings, bell schedules, and substitute requirements — day-to-day volume, standing long-term leaves, and what your current fill rate actually is. No cost, no obligation.
We source, screen, and credential
We build a substitute pool against your buildings specifically. Every sub is interviewed by us, cleared, reference-checked with prior schools, and screened for classroom management before their first assignment.
You choose from a vetted shortlist
For long-term and building-sub roles, your principals interview fully credentialed candidates and make the call. For daily coverage, only subs who have passed the full screen can see your shifts in the app.
We stay through the placement
We monitor fill rates, rotate out subs your buildings flag, and stay involved for the life of the engagement. Hire any long-term sub permanently at no conversion fee.
Common questions.
Who can be a substitute teacher in California?
A credentialed teacher, or a person holding a Commission on Teacher Credentialing substitute permit. The most common is the Emergency 30-Day Substitute Teaching Permit, which requires a conferred bachelor's degree and CTC fingerprinting; the degree also satisfies the Basic Skills Requirement since June 29, 2024.
How many days can a 30-Day permit holder cover one teacher?
No more than 30 days for any one teacher during the school year, and no more than 20 days in a special education classroom. An Emergency Career Substitute permit raises the general education limit to 60 days per teacher; the special education limit stays at 20.
Do agency substitutes in California need their own background check?
Yes. Education Code 45125.1 requires any entity with a contract with a local educational agency to ensure that any employee who interacts with pupils has a valid criminal records summary under Section 44237. FocusedEDU completes DOJ and FBI clearance for every substitute before presenting them.
Is a TB test required for substitutes in California?
A tuberculosis risk assessment is. Education Code 49406 bars initial employment by a district, or under contract, in a certificated or classified position unless the person has had a TB risk assessment within the past 60 days, with an examination if risk factors are identified, and reassessment at least every four years.
What fill rate can a California district expect?
Fill rates depend on your absence volume and region, so we report yours on a regular cadence rather than quoting one number. Our reference point is an existing client: at Odyssey Public Charter School in Wilmington, Delaware, our model sustains a 95% day-to-day substitute fill rate, a 40%+ improvement over the previous provider.
What does it cost to hire one of your long-term subs permanently?
Nothing extra. Every placement is temp-to-perm at no cost: if a long-term sub earns a permanent contract in your building, there is no conversion fee and no buyout.
