What Illinois schools need from a substitute partner
Illinois sorts substitutes into two licenses with very different limits. A Substitute Teaching License holder can cover one licensed teacher for up to 90 consecutive paid school days; a Short-Term Substitute Teaching License holder, who may hold only an associate's degree or 60 credit hours, is capped at five consecutive days per teacher and cannot be hired for an absence expected to last six days or more. A district that schedules without tracking which license each sub holds will discover the difference in an audit.
Beyond the licenses, Illinois districts, charters, and regional offices of education need what every state needs: day-to-day substitutes confirmed before first bell, long-term substitutes who can carry a semester, and special education substitutes and substitute paraprofessionals who keep IEP services running. Chicago Public Schools and the collar-county districts around it draw on one regional pool, and a reliable, licensed sub commits to whichever school confirms first.
How FocusedEDU staffs Illinois substitute programs
We record each Illinois substitute's license type at onboarding and count days served per licensed teacher, so a Short-Term licensee is never scheduled into a six-day absence and a long leave is assigned to a sub who can legally finish it. Our automated credentialing tracks the fingerprint-based ISP and FBI check, the license registration fees that keep a license valid, and the district training Illinois requires for short-term subs, and it cuts typical time-to-hire roughly in half.
Our substitutes are paid weekly, every Friday, by direct deposit or Cash App, and they pick up and swap shifts in a mobile app, so your absence reaches the whole vetted pool the moment it posts. We work with one client per region, so the subs we recruit for your district are not presented to the district next door. Every placement is temp-to-perm at no cost. For the rest of the building, see special education staffing, paraprofessional staffing, and K-12 education staffing.
Illinois substitute teacher and clearance requirements
Illinois substitutes hold one of two ISBE licenses. The Substitute Teaching License requires a bachelor's degree, or 90 credit hours in an approved educator preparation program, and allows up to 90 consecutive paid school days per licensed teacher. The Short-Term Substitute Teaching License requires an associate's degree or 60 credit hours and is limited to five consecutive days per teacher. Every substitute passes a fingerprint-based Illinois State Police and FBI check.
The Substitute Teaching License and the 90-day limit
The School Code provides: "Applicants for a Substitute Teaching License must hold a bachelor's degree or higher from a regionally accredited institution of higher education or must be enrolled in an approved educator preparation program in this State and have earned at least 90 credit hours." It also sets the long-assignment ceiling for fully licensed teachers who substitute: "A substitute teacher who holds a Professional Educator License or Educator License with Stipulations shall not teach for more than 120 school days for any one licensed teacher under contract in the same school year" (source: 105 ILCS 5/21B-20, Types of licenses). ISBE's substitute page states the general rule for substitute licensees — "Cannot teach more than 90 consecutive paid school days per licensed teacher in the same school year" — and notes that "Substitute licenses are valid for 5 years, and may be renewed with the payment of registration fees" (source: ISBE, Substitute Licenses). ISBE's licensure application page lists the Substitute Teaching License fee at $50 and the Short-Term license at $25, and warns that "The license is not valid for employment until these fees are paid" (source: ISBE, Licensure Application Process).
The Short-Term Substitute Teaching License and the five-day rule
The School Code states that "Applicants for a Short-Term Substitute Teaching License must hold an associate's degree or have completed at least 60 credit hours from a regionally accredited institution of higher education," and it draws the scheduling line: "For teacher absences lasting 6 or more days per licensed teacher who is under contract, a school district may not hire an individual holding a Short-Term Substitute Teaching License" (source: 105 ILCS 5/21B-20). ISBE adds that "All districts utilizing short-term substitute teachers must provide the teachers with a training prior to employment" (source: ISBE, Substitute Licenses). For vacant positions, the Code allows a district to employ a substitute "for no longer than 30 calendar days per each vacant position in the district if the district notifies the appropriate regional office of education within 5 business days," with extensions available on request. We record license type for every sub and schedule against these limits automatically.
Fingerprint-based criminal history checks
Section 10-21.9 of the School Code requires applicants for school employment to authorize a fingerprint-based criminal history records check, and provides that "The Illinois State Police and the Federal Bureau of Investigation shall furnish, pursuant to a fingerprint-based criminal history records check, records of convictions" to the school board, along with checks of the Statewide Sex Offender Database and the Statewide Murderer and Violent Offender Against Youth Database. A substitute seeking work in multiple districts may authorize the check through the regional superintendent (source: 105 ILCS 5/10-21.9, Criminal history records checks). FocusedEDU completes the check and keeps the result on file before a substitute is presented.
Where we staff in Illinois
We staff substitute programs for districts, charter schools, and regional offices of education across Illinois, from Chicago and its collar counties to the state's downstate hubs.
That includes Chicago and the suburbs served by its largest districts — Elgin and School District U-46, Aurora and Naperville (Indian Prairie and Naperville 203), Plainfield, Algonquin, Oswego, Schaumburg, and Romeoville — along with Rockford, Springfield, and Peoria. Because we work with one client per region, the first district or charter network to sign in a metro gets the substitute pool we build there.
Proof: a 95% day-to-day substitute fill rate at Odyssey
A substitute partner should be judged on day-to-day fill rate. Our reference point is an existing client: Odyssey Public Charter School in Wilmington, Delaware, a 1,000+ student K-8 school where our weekly-pay, app-based substitute model sustains a 95% day-to-day fill rate, a 40%+ improvement over the school's previous provider.
Odyssey Public Charter School in Wilmington, Delaware serves more than 1,000 K-8 students drawn from five districts and protects a 12:1 student-teacher ratio. When the agencies already under contract could not fill its open roles, Odyssey brought in FocusedEDU in 2021. Since then we have made 120+ placements across 13+ distinct role types — substitute and certified teachers, SLPs, OTs, PTs, psychologists, reading specialists, one-on-one aides, paraprofessionals, bus drivers, and support staff — and day-to-day substitute coverage runs at a 95% fill rate, a 40%+ improvement over the previous provider.
The mechanics behind that number are the same ones we bring to every substitute program: weekly Friday pay by direct deposit or Cash App, a mobile app where vetted subs pick up and swap shifts the moment an absence posts, and a pool recruited for one client's buildings instead of rented to every school in the county. You will need an ISBE Substitute Teaching License (a bachelor's degree, or 90 credit hours in an approved preparation program) or a Short-Term Substitute Teaching License (an associate's degree or 60 credit hours), plus a fingerprint-based ISP and FBI check. We walk you through ELIS, the fees, and the district training the short-term license requires. Browse current openings and apply on our candidates page. Long-term substitutes who prove out in a building can be hired permanently by the school with no conversion fee, which is why a FocusedEDU leave coverage is often the best teaching interview a substitute ever gets.

We map your absence patterns, buildings, bell schedules, and substitute requirements — day-to-day volume, standing long-term leaves, and what your current fill rate actually is. No cost, no obligation.
We source, screen, and credential
We build a substitute pool against your buildings specifically. Every sub is interviewed by us, cleared, reference-checked with prior schools, and screened for classroom management before their first assignment.
You choose from a vetted shortlist
For long-term and building-sub roles, your principals interview fully credentialed candidates and make the call. For daily coverage, only subs who have passed the full screen can see your shifts in the app.
We stay through the placement
We monitor fill rates, rotate out subs your buildings flag, and stay involved for the life of the engagement. Hire any long-term sub permanently at no conversion fee.
Common questions.
What license do you need to substitute teach in Illinois?
An ISBE Substitute Teaching License, which requires a bachelor's degree or 90 credit hours in an approved educator preparation program, or a Short-Term Substitute Teaching License, which requires an associate's degree or 60 credit hours. Licensed teachers with a PEL or ELS do not need a separate substitute license.
How long can an Illinois substitute cover one teacher?
A Substitute Teaching License holder can teach up to 90 consecutive paid school days for one licensed teacher in a school year; a PEL or ELS holder can go to 120 school days. A Short-Term Substitute Teaching License holder is limited to five consecutive days per teacher and cannot be hired for an absence of six or more days.
What background check do Illinois substitutes need?
A fingerprint-based criminal history records check under 105 ILCS 5/10-21.9, with records furnished by the Illinois State Police and the FBI, plus checks of the Statewide Sex Offender Database and the Statewide Murderer and Violent Offender Against Youth Database. Substitutes working in multiple districts may authorize the check through the regional superintendent.
Who trains Short-Term Substitute license holders?
The district. ISBE states that all districts using short-term substitute teachers must provide them with training prior to employment. We document that training in each substitute's file.
What fill rate can an Illinois district expect?
Fill rates depend on your absence volume and region, so we report yours on a regular cadence rather than quoting one number. Our reference point is an existing client: at Odyssey Public Charter School in Wilmington, Delaware, our model sustains a 95% day-to-day substitute fill rate, a 40%+ improvement over the previous provider.
What does it cost to hire a long-term sub permanently?
Nothing extra. Every placement is temp-to-perm at no cost, with no conversion fee and no buyout. We also work with one client per region, so the pool we build for you serves only your schools.
