What Alabama schools need from a substitute partner
Alabama's Substitute License works differently from most states' permits: the candidate cannot apply. The employing superintendent or nonpublic school administrator requests it, and the license is not issued until the candidate has cleared fingerprint checks by both the Alabama State Bureau of Investigation and the FBI. That puts the paperwork on your central office, and it means a staffing partner either delivers a candidate who is ready for that request or adds weeks to it.
The daily need is the one every school system shares: day-to-day coverage confirmed before first bell, long-term substitutes for leaves and vacancies, and special education substitutes and substitute paraprofessionals who keep IEP services running. In Birmingham, Huntsville, Mobile, and Montgomery, city and county systems draw on the same licensed, cleared subs every morning.
How FocusedEDU staffs Alabama substitute programs
We fingerprint every Alabama candidate for the ASBI and FBI check, verify the high school diploma and lawful presence documents ALSDE requires, and hand your office a candidate ready for the Substitute License request. Because the license lets the holder substitute in any Alabama public or nonpublic school, a FocusedEDU sub licensed once is ready for every building you staff with us. Automated credentialing cuts typical time-to-hire roughly in half.
Our substitutes are paid weekly, every Friday, by direct deposit or Cash App, and they pick up and swap shifts in a mobile app, so your absence reaches the whole vetted pool at once. We work with one client per region, so the subs we recruit for your system are not presented to the system next door. Every placement is temp-to-perm at no cost. For the rest of the building, see special education staffing, paraprofessional staffing, and K-12 education staffing.
Alabama substitute teacher and clearance requirements
Alabama substitutes hold a Substitute License from the Alabama State Department of Education, which only the employing superintendent or eligible nonpublic school administrator can request. It requires a high school diploma or ALSDE-approved equivalent and fingerprint-based clearance from both the Alabama State Bureau of Investigation and the FBI, and it lets the holder substitute in any Alabama public or nonpublic school. Under the Alabama Child Protection Act, the background-check duty reaches people who provide services to school boards when they have unsupervised access to children.
The Substitute License
ALSDE's information sheet starts with who applies: "An individual CANNOT apply for this license. The employing Alabama county/city superintendent or administrator of an eligible nonpublic/private school must apply for this license." The education requirement: "Graduation from high school or the completion of an Alabama State Department of Education-approved equivalent is required. A certificate of attendance will not meet this requirement." The scope: "An individual holding a valid Substitute License may serve as a substitute teacher in any Alabama public or nonpublic/private school," but "The Substitute License cannot be used as the basis for employing a full-time teacher" (source: ALSDE, General Information: Substitute License (10/2025)). We prepare every candidate so your request can go in the day you choose them.
ASBI and FBI fingerprint clearance
The same sheet requires that "your criminal history background checks must have been completed by both the Alabama State Bureau of Investigation (ASBI) and the Federal Bureau of Investigation (FBI)" (source: ALSDE, General Information: Substitute License (10/2025)), and the application form adds that "the Substitute License will not be issued until the applicant has received background clearance" (source: ALSDE, Form SUB). The Child Protection Act requires "Two complete functional sets of fingerprints, properly executed by a criminal justice agency or an individual properly trained in fingerprinting techniques" (source: Ala. Code § 16-22A-6), and it bars hiring "an individual who may have unsupervised access to a child without first obtaining a criminal history background information check, except on a temporary emergency basis" (source: Ala. Code § 16-22A-5).
Contracted staff under the Child Protection Act
The Act's definitions reach agency staff. A covered employee includes "Any person employed to serve an authorized employer as defined in this chapter, including those individuals that provide services to local employing boards or nonpublic schools, when the person so employed has unsupervised access to children in an educational environment," and authorized employers include "local employing boards, and nonpublic schools which are responsible for hiring employees or contracting with private employers to provide personnel who have unsupervised access to children in an educational setting" (source: Ala. Code § 16-22A-3). FocusedEDU completes the fingerprint clearance on every substitute before a first assignment, so no one we place relies on the emergency exception.
Where we staff in Alabama
We staff substitute programs for city and county school systems, charter schools, and nonpublic schools across Alabama, with recruiting built around the state's largest metros.
That includes Birmingham City Schools, Jefferson County, Shelby County, and Hoover City Schools; Huntsville City, Madison County, and Madison City; the Mobile County Public School System, the state's largest; Montgomery Public Schools; Tuscaloosa City and Tuscaloosa County; Baldwin County on the Gulf Coast; and Auburn City and Lee County. Because we work with one client per region, the first system or charter network to sign in a metro gets the substitute pool we build there.
Proof: a 95% day-to-day substitute fill rate at Odyssey
Before you choose a substitute partner, ask what share of absences it actually covers. Our answer comes from an existing client, Odyssey Public Charter School in Wilmington, Delaware: since 2021, our weekly-pay, app-based substitute model has filled 95% of day-to-day absences there, a 40%+ improvement over the school's previous provider.
Odyssey Public Charter School in Wilmington, Delaware serves more than 1,000 K-8 students drawn from five districts and protects a 12:1 student-teacher ratio. When the agencies already under contract could not fill its open roles, Odyssey brought in FocusedEDU in 2021. Since then we have made 120+ placements across 13+ distinct role types — substitute and certified teachers, SLPs, OTs, PTs, psychologists, reading specialists, one-on-one aides, paraprofessionals, bus drivers, and support staff — and day-to-day substitute coverage runs at a 95% fill rate, a 40%+ improvement over the previous provider.
The mechanics behind that number are the same ones we bring to every substitute program: weekly Friday pay by direct deposit or Cash App, a mobile app where vetted subs pick up and swap shifts the moment an absence posts, and a pool recruited for one client's buildings instead of rented to every school in the county. For substitutes looking for work in Alabama
Substitutes who work with FocusedEDU in Alabama are paid weekly, every Friday, by direct deposit or Cash App, and choose their own shifts in a mobile app. One application puts you in front of the partner schools we staff, and our team walks you through every clearance and credential step.
Alabama's Substitute License is requested by the school system that hires you, so you cannot apply for it on your own. You will need a high school diploma or ALSDE-approved equivalent and fingerprint clearance from the ASBI and FBI; we arrange the fingerprinting and get your file ready for the request. Browse current openings and apply on our candidates page. Long-term substitutes who prove out in a building can be hired permanently by the school with no conversion fee, which is why a FocusedEDU leave coverage is often the best teaching interview a substitute ever gets.

Documentation we coordinate for an approved start
The applicable checklist depends on the role, state, and your organization’s requirements.
- ALSDE Substitute License, requested by your superintendent or administrator, verified before a first assignment
- High school diploma or ALSDE-approved equivalent on file (a certificate of attendance does not qualify)
- Fingerprint-based criminal history clearance from both the ASBI and the FBI under the Child Protection Act
- Lawful presence documentation ready for ALSDE's verification
- Assignment checked so the Substitute License is never the basis for a full-time teaching hire
- Reference checks with prior schools, including a morning-of reliability history
- Classroom-management screening before the first assignment
“Their innovative temp-to-perm clause has allowed us to assess the suitability of referred professionals before making permanent hiring decisions, all at no cost to the school. This flexibility has been instrumental in ensuring our staffing needs are met with the highest level of quality.”
How an engagement works
Free 30-minute discovery call
We map your absence patterns, buildings, bell schedules, and substitute requirements — day-to-day volume, standing long-term leaves, and what your current fill rate actually is. No cost, no obligation.
We source, screen, and credential
We build a substitute pool against your buildings specifically. Every sub is interviewed by us, cleared, reference-checked with prior schools, and screened for classroom management before their first assignment.
You choose from a vetted shortlist
For long-term and building-sub roles, your principals interview fully credentialed candidates and make the call. For daily coverage, only subs who have passed the full screen can see your shifts in the app.
We stay through the placement
We monitor fill rates, rotate out subs your buildings flag, and stay involved for the life of the engagement. Hire any long-term sub permanently at no conversion fee.
Common questions.
How do you get a substitute license in Alabama?
Through the employer. ALSDE states that an individual cannot apply for the Substitute License; the employing county or city superintendent, or the administrator of an eligible nonpublic school, applies for it. The candidate needs a high school diploma or ALSDE-approved equivalent and ASBI and FBI background clearance.
Where can an Alabama Substitute License holder work?
In any Alabama public or nonpublic school. The license cannot, however, be used as the basis for employing a full-time teacher.
Do agency substitutes in Alabama need fingerprint clearance?
Yes. ALSDE will not issue the Substitute License until the applicant has background clearance from both the ASBI and the FBI, and the Alabama Child Protection Act covers people who provide services to local boards when they have unsupervised access to children.
What fill rate can a Alabama school system expect?
Fill rates depend on your absence volume and region, so we report yours on a regular cadence rather than quoting one number. Our reference point is an existing client: at Odyssey Public Charter School in Wilmington, Delaware, our model sustains a 95% day-to-day substitute fill rate, a 40%+ improvement over the previous provider.
Will you also staff the system next to ours?
No. We work with one client per region, so the substitute pool we recruit in your area serves only your schools. Every placement is also temp-to-perm at no cost, with no conversion fee if you hire a sub permanently.
