Substitute Teacher Staffing in Tennessee
FocusedEDU is a substitute teacher staffing agency for Tennessee school districts and public charter schools. We recruit, fingerprint, and place day-to-day, long-term, and special education substitutes, substitute paraprofessionals, and related-service providers, with the TBI and FBI criminal history check Tennessee requires of school contractors completed before a substitute sets foot on campus, and every leave tracked against the 30-day line for unlicensed subs.

What Tennessee schools need from a substitute partner
Tennessee keeps the entry rules for substitutes simple and puts the hard lines in two places: how long an unlicensed sub can cover one teacher's leave, and who has to be fingerprinted before entering a school. A 2025 law moved the first line from 20 to 30 consecutive days. The second reaches staffing agencies directly, because Tennessee's background-check statute applies to anyone who contracts with a school and to the people that contractor sends.
The daily need is the same as everywhere: day-to-day coverage confirmed before first bell, long-term substitutes for leaves and vacancies, and special education substitutes and substitute paraprofessionals who keep IEP services running. In Nashville, Memphis, Knoxville, and Chattanooga, every district and charter network is calling the same cleared substitutes on the same morning, and a sub who is not fingerprinted cannot start at all.
How FocusedEDU staffs Tennessee substitute programs
We fingerprint every Tennessee substitute for the TBI and FBI check before a first assignment, which is the contractor's duty under state law, and our credentialing system counts consecutive days per leave so your office knows well before day 30 whether the assignment needs a licensed, endorsed teacher or a retired teacher who held the endorsement. Automated credentialing cuts typical time-to-hire roughly in half.
Our substitutes are paid weekly, every Friday, by direct deposit or Cash App, and they pick up and swap shifts in a mobile app, so your absence reaches the whole vetted pool the moment it posts. We work with one client per region, so the subs we recruit for your schools are not presented to the district next door. Every placement is temp-to-perm at no cost. For the rest of the building, see special education staffing, paraprofessional staffing, and K-12 education staffing.
Tennessee substitute teacher and clearance requirements
Tennessee does not require a state license for short substitute assignments: under State Board of Education rules, a person without a teacher's license or permit may substitute for a regular teacher on approved leave for the period set in T.C.A. § 49-3-312(a), which a 2025 law raised from 20 to 30 consecutive days. Past that point the substitute must be licensed and endorsed for the assignment, or a retired teacher who held that endorsement. Contractors that place people in schools, staffing agencies included, must have them fingerprinted for a TBI and FBI criminal history check before they have contact with students.
Unlicensed substitutes and the 30-day line
The State Board's rule reads: "A person without a teacher's license or permit may serve as a substitute for a regular teacher on approved leave for the length of time set out in T.C.A. § 49-3-312(a)." It continues: "After the approved leave period pursuant to T.C.A. § 49-3-312(a) a person serving as the substitute must be licensed and hold the appropriate endorsement for the assignment or must be a retired teacher and have held the appropriate endorsement" (source: Tenn. Comp. R. & Regs. 0520-01-02-.04(5)). The length of that period changed in 2025. Public Chapter 296 provides that "Tennessee Code Annotated, Section 49-3-312(a), is amended by deleting the language "twenty (20)" and substituting instead the language "thirty (30)"" (source: Tenn. Pub. Acts 2025, ch. 296), and the State Board's August 2025 item summarizes the effect: the 2025 acts "increase, from 20 to 30 days, the maximum number of consecutive days a substitute teacher may substitute for a regular teacher on leave without having to possess a teaching license or permit" (source: Tenn. State Board of Education, Leave for Teachers rule item, Aug. 15, 2025). We count consecutive days on every leave and flag day 30 for your HR office in advance.
Fingerprinting for districts and for contractors
The same chapter of State Board rules requires that "Local boards of education shall ensure compliance with the background check requirements of T.C.A. §§ 49-5-406 and 49-5-413, for all teachers or for any other positions requiring close proximity to children" (source: Tenn. Comp. R. & Regs. 0520-01-02-.31(7)). Section 49-5-413(d), added in 2007, requires contractors and their employees who will have contact with students to "submit to a criminal history records check to be conducted by the Tennessee Bureau of Investigation and the Federal Bureau of Investigation prior to permitting the person to have contact with such children or enter school grounds" (source: Tenn. Pub. Acts 2007, ch. 587, adding T.C.A. § 49-5-413(d)). The 2008 amendment makes the duty the employer's: "It is the duty of the person, corporation or other entity that employs a person described in subdivision (d)(1) to require the applicant to supply a fingerprint sample and submit to a criminal history records check," and a completed check "shall be deemed to have satisfied the requirements for any other school, board of education, or child care program as long as the employee remains in the continuous employment of the same person, corporation, or entity" (source: Tenn. Pub. Acts 2008, ch. 1080, amending T.C.A. § 49-5-413(d)). FocusedEDU runs that check on every substitute before a first assignment, and because our subs stay in our continuous employment, the check travels with them across the schools we serve.
Licenses, suspensions, and hard-to-fill vacancies
A suspended or revoked Tennessee educator license ends substitute eligibility outright: the holder "shall not serve as a school volunteer or be employed, directly or indirectly, as an educator, paraprofessional, aide, substitute teacher, or in any other position in a school during the period of the suspension or revocation" (source: Tenn. Comp. R. & Regs. 0520-02-03-.09(9)). We check license status for every candidate who has held one. For a vacancy a district cannot fill with a licensed teacher, the licensure rules provide that "the Commissioner may grant a temporary permit to teach in the unfilled position to an individual who does not hold an active Tennessee educator license under the conditions set forth in this Rule," and "The recommended individual shall hold a minimum of a bachelor's degree from a regionally or nationally accredited college or university" (source: Tenn. Comp. R. & Regs. 0520-02-03-.12). When a long-term substitute with a degree proves out in a vacancy, we assemble the file your district needs to request that permit.
Where we staff in Tennessee
We staff substitute programs for school districts and public charter schools across Tennessee, with recruiting built around the state's four largest metros and the fast-growing counties around them.
That includes Nashville and Metro Nashville Public Schools; Memphis and Memphis-Shelby County Schools; Knoxville and Knox County Schools; Chattanooga and Hamilton County Schools; Clarksville-Montgomery County; Murfreesboro and Rutherford County; and Franklin and Williamson County. Because we work with one client per region, the first district or charter network to sign in a metro gets the substitute pool we build there.
Proof: a 95% day-to-day substitute fill rate at Odyssey
Ask any substitute partner for its day-to-day fill rate before you sign. Ours is measured at an existing client, Odyssey Public Charter School in Wilmington, Delaware: since 2021, our weekly-pay, app-based substitute model has held day-to-day coverage at a 95% fill rate, a 40%+ improvement over the school's previous provider.
Odyssey Public Charter School in Wilmington, Delaware serves more than 1,000 K-8 students drawn from five districts and protects a 12:1 student-teacher ratio. When the agencies already under contract could not fill its open roles, Odyssey brought in FocusedEDU in 2021. Since then we have made 120+ placements across 13+ distinct role types — substitute and certified teachers, SLPs, OTs, PTs, psychologists, reading specialists, one-on-one aides, paraprofessionals, bus drivers, and support staff — and day-to-day substitute coverage runs at a 95% fill rate, a 40%+ improvement over the previous provider.
The mechanics behind that number are the same ones we bring to every substitute program: weekly Friday pay by direct deposit or Cash App, a mobile app where vetted subs pick up and swap shifts the moment an absence posts, and a pool recruited for one client's buildings instead of rented to every school in the county. For substitutes looking for work in Tennessee
Substitutes who work with FocusedEDU in Tennessee are paid weekly, every Friday, by direct deposit or Cash App, and choose their own shifts in a mobile app. One application puts you in front of the partner schools we staff, and our team walks you through every clearance and credential step.
Tennessee does not require a state license for short substitute assignments, so your first steps are the TBI and FBI fingerprint check we arrange and the hiring district's own requirements. If you hold a teaching license, or retired holding one, you can also cover leaves past 30 days in your endorsement area. Browse current openings and apply on our candidates page. Long-term substitutes who prove out in a building can be hired permanently by the school with no conversion fee, which is why a FocusedEDU leave coverage is often the best teaching interview a substitute ever gets.

Documentation we coordinate for an approved start
The applicable checklist depends on the role, state, and your organization’s requirements.
- TBI and FBI fingerprint-based criminal history check completed before any student contact, as T.C.A. § 49-5-413(d) requires of school contractors
- Consecutive days per leave tracked against the 30-day limit for substitutes without a teaching license (T.C.A. § 49-3-312(a))
- License and endorsement verified for any substitute who may stay past day 30, or retired-teacher status with the matching endorsement
- Educator license status checked, since a suspended or revoked license bars substitute work, directly or indirectly
- Your district's own substitute qualifications verified before a candidate is presented
- Reference checks with prior schools, including a morning-of reliability history
- Classroom-management screening before the first assignment
“One of the key strengths of Focused Staffing Group is their responsiveness and flexibility. They have always been quick to respond to our staffing needs, often providing suitable candidates at short notice.”

Common questions.
Do substitute teachers in Tennessee need a teaching license?
Not for short assignments. State Board rules allow a person without a teacher's license or permit to substitute for a regular teacher on approved leave for the period set in T.C.A. § 49-3-312(a). After that period, the substitute must be licensed and endorsed for the assignment or be a retired teacher who held that endorsement.
How many days can an unlicensed substitute cover one teacher in Tennessee?
Thirty consecutive days. Public Chapter 296 of 2025 amended T.C.A. § 49-3-312(a) to replace twenty days with thirty, and the State Board describes the change as raising the maximum consecutive days an unlicensed substitute may cover a teacher on leave from 20 to 30.
Do staffing-agency substitutes need their own background check in Tennessee?
Yes. T.C.A. § 49-5-413(d) requires contractors to have their employees fingerprinted for a TBI and FBI criminal history records check before they have contact with students or enter school grounds. A completed check satisfies the requirement at other schools while the employee stays with the same employer.
Can a district fill a vacancy with someone who is not licensed?
In limited cases. When a district cannot fill a position with a licensed teacher, the Commissioner may grant a temporary permit to an individual without an active Tennessee educator license; the recommended individual must hold at least a bachelor's degree from an accredited college or university.
What fill rate can a Tennessee district expect?
Fill rates depend on your absence volume and region, so we report yours on a regular cadence rather than quoting one number. Our reference point is an existing client: at Odyssey Public Charter School in Wilmington, Delaware, our model sustains a 95% day-to-day substitute fill rate, a 40%+ improvement over the previous provider.
Will you also staff the district next to ours?
No. We work with one client per region, so the substitute pool we recruit in your area serves only your schools. Every placement is also temp-to-perm at no cost, with no conversion fee if you hire a sub permanently.
